Objectives of the study:
To study the effort of state and central government to raise the status of primary education through Panchayati Raj System in the state of Madhya Pradesh.
The role of Panchayat Raj System towards effective implementation of various educational schemes launched by central and state government.
To investigate innovative educational practices adopted by certain village panchayats for quality enhancement of primary education.
To provide some suggestive parameters to these gram panchayat to enhance the educational quality at primary level considering their geographical, economical and social backgrounds.

Findings:
Due to the formation of PTA the panchayat representatives have least interference with the School matters. They are seen to involve themselves only in the construction works of the school and in the inspection of mid day meals. They encourage the students by disturbing prizes to position holders in academics and in the sports on some special occasion like 15th August and 26th January. However, they are seen to be least concerned for attendance of students, dropout rates, quality of some of innovative teaching learning practices like Activity Based Learning and Dakshata Sambardhan Programme in most of the village Panchayats. It is realized that school administration also does not impart proper weightage to these elected panchayat representatives on various issues related to school administration. Bhaiyawadi village panchayat was seen to be an exception where there is a proper coordination between the village panchayat and school administration. On the other hand Eklavya is receiving adequate support from community and village Panchayat in running SPKs in some of the villages of Betul, Hoshangabad, Harda and Dewas. This is due to proper approach of NGO to the community and handing over the management of SPKs in the hands of community. The community including elected Panchayat representatives feel their significant participation in the administration of SPKs and they have a kind of belongingness for such educational centers. In some of the villages like Bhagyawadi the community is inspired by these SPKs and they have a kind of belongingness for such educational centers. In some of the villages like Bahgyawadi the community is inspired by these SPKs that they have started searching quality in their regular government schools. Students who are enrolled in SPKS re finding themselves in ABL pattern of learning.
ABL pattern implemented in primary c;lasses are seen to be effectively implemented in Madhya Pradhesh. However there is a need of compiled study material for home. Though some o0f the schools are much serious and transparent towards the implementation of DSP but most of schools are not seen to be honest in this context. They believe in maintaining records only but not the standard as per record.
Almost all schools under study is facing a severe problem of regular attendance. Some of the students suddenly disappear from class due to migration of their parents in search of j9ob. The village panchayat is thinking for the stay arrangement of such children to neighboring family. But, this serious problem needs special attention by the government machinery. The dropout percentage in state is under control and got exceeding the national figure.
The meetings of Gram Sabha are organized four times in a year in the gap of three month. Special Gram Sabhas are also organized sometimes to discuss some important issues. The matter related to primary education are discussed in such meetings but recommendation made are reported to be not effectively implemented afterwards. In the monthly meeting of Panchayat also issues related to primary education are discussed. More than 80% village panchayat reported to form village Education Commitee (VEC) and village standing committee for education but these commitees are seen to inert or so called dead. This commitee has not at all realized its responsibility to enhance the quality of teaching learning process. In the process of making comparison it is found that those village panchayats are more sensitive towards quality primary education where NGO like Eklavya is working for its educational programme.
