The objectives of study were: (1) To throw light on University Ordinance (1973) & its modification. (2) To study the viewpoints of honorary High Court & Supreme Court on college & University teachers, workers & student, situations, events & dispute. (3) To study & review the judgmental of honorary High & Supreme Court regarding colleges & and University related matters. (4) To analyse & discuss the judgmental of High & Supreme Court based upon University Ordinance (1973). (5) To study the nature of discussion (vados) of University & college teachers, students & worker. (6) To give suggestions related to appointment & service terms of Management Committees and Executive Council keeping in mind Ordinance (1973).

University Ordinance (1973), original petition of colleges and University & original judgment of High & Supreme Court were used as a Primary Source. Books related to Law were used as a Secondary Sources. 

Content analysis was used for analyzing the data.

The findings of study were: (1) Chancellor is a State Governor under Article 68 against the judgment of Vice - Chancellor in the context of natural justice he gives judgments, but Chancellor Judgments semi judicial, honorary High Court (Under Article 226 of Constitution) gives judgment for hearing the petition. (2) Many Cases were presented before High Court related to P.G. colleges & colleges. These cases were related to recognition of appointment of Management Committee. (3) Cases under Article 2(13) were presented to High Court. (4) High Court gave the judgment that relative of teachers were eligible for election. (5) No temporary appointment of teachers should be made against permanent posts but permanent appointment of teachers should be made against temporary posts. (6) Teachers should be given chance for hearing before terminating their services. (7) Cases related to admission, examination, use of unfair means, revaluation & students council were presented to the Court. (8) LT & BT were considered equivalent to B.A. & M.Ed. degree and was considered at par with P.G. (9) As per decision of High Court Vice - Chancellor has the right for final decision regarding matters related to students election. (10) Executive Council may appoint class III workers, Vice Chancellor can appoint class IV workers & college management can appoint class III workers.
